A assistência social no Brasil: os desafios e perspectivas do PAIF na proteção e o atendimento integral a família

Resumo

O presente artigo tem por objetivo analisar a trajetória da Assistência Social no Brasil, elencando os principais marcos históricos que contemplaram a atuação do Estado, da Sociedade e da Igreja na prestação de serviços no âmbito da assistência social, contemplando os avanços legislativos que constituíram a Assistência Social como Política de Proteção Social não contributiva no âmbito da seguridade social, enfatizando neste contexto, os desafios e perspectivas do Serviço de Proteção e Atendimento Integral a Família – PAIF, na Proteção e atendimento integral a família,  considerando que, somente por meio de uma análise conjuntural é possível compreender e refletir acerca da importância deste Serviço, que é primordial no âmbito da Proteção Social Básica do SUAS, como também, refletir sobre os desafios existentes para que o serviço funcione tal como proposto, atuando de forma preventiva, protetiva e proativa, indo além do atendimento as situações de riscos sociais emergenciais, fortalecendo vínculos familiares e comunitários, contribuindo deste modo, para o desenvolvimento de potencialidades e aquisições das famílias e indivíduos atendidos.

ABSTRACT

The following paper aims to analyze the history of Social Service in Brazil by sowing the main historical milestones regarding the role of the State, Society and the Church in offering social services. In addition, it shows the legislative improvements, which made Social Service into a non-contributive Social Protection Policy when it comes to social insurance. It highlights the Family Full Protection Service (FFPS) challenges and perspectives in protecting and offering full services to families considering that it is feasible only through a situational analysis. It is possible to understand and reflect about the importance of such service because it is paramount when it comes to the Social Service Universal System (SSUS) Basic Social Protection as well as about the real challenges for the service to work the way it is proposed. It should work in a preventive, protective and proactive way going beyond emergence social risk situations services by reinforcing family and community bonds. In addition, it should help the development of families’ and individuals’ potentialities and acquisitions.
