Cultura Como Política Pública: Fundação Cultural de Campo Mourão Estimulando Progresso

Resumo

O direito a cultura está previsto na Constituição Federativa do Brasil e é considerada uma forma de enfrentamento das questões sociais, baseado nesta Lei o município de Campo Mourão apresentou o projeto de lei n°547(07/05/1987), prevendo a criação da Fundação Cultural. Apesar de prevista em lei, os investimentos na cultura ainda são insuficientes e não atendem as demandas do município, no entanto este trabalho realizado através de questionários e materiais de autoria de profissionais locais em 2018, faz o questionamento sobre a razão para investir em cultura, e como resultado da pesquisa realizada demonstramos que o município teve nos últimos anos um investimento acima da média nacional. Estudos do IBGE/IPEA apontaram o município como melhor gestor municipal de cultura do Brasil, de acordo com o numero populacional.

ABSTRACT

The right to culture is foreseen at the Brazilian Constitution and it is considered a way to deal with social issues. Based on that, the city of Campo Mourão has presented the Bill 547 (07/05/1987), which proposes the stablishment of a Cultural Foundation. Despite foreseen in the law, investments in culture are insufficient and do not meet the needs of the city. Therefore, the following paper, developed through questionnaires and material written by local professionals in 2018, wonders why there should be investment in culture. The study shows that the city has invested in culture more than the national average. IBGE/IPEA studies have shown that Campo Mourão is the best municipal culture manager in Brazil, according to the number of inhabitants.
