Estado e Neoliberalismo no Brasil: Implicações para as Políticas Sociais nos Anos de 1990

Resumo

RESUMO


Este trabalho apresenta discussão teórica acerca do neoliberalismo no Brasil nos anos de 1990 e suas implicações nas políticas sociais. O objetivo do texto versa a problematização sobre a relação entre a política econômica e social e as transformações no campo da proteção social, ocorridas no período em questão. A partir de pesquisas bibliográficas busca-se a compreensão dos elementos históricos e constitutivos da organização do Estado Brasileiro sob a égide neoliberal. O trabalho está divido em duas seções, na primeira apresenta aproximação com o neoliberalismo e sua concepção, na sequencia problematizamos a sua entrada no Brasil e o as conexões que se realiza a partir do capitalismo tardio existente no território nacional e por último analisamos os impactos nas políticas sociais. Assim, é preciso superar a visão ingênua de que, no capitalismo as políticas sociais emergem como um instrumento de enfrentamento e redução das desigualdades sociais.

ABSTRACT


The following paper presents a theoretical discussion about neo-liberalism in Brazil in the 1990s and its implications on social policies. The objective of the text is the problematization of the relationship between economic and social policy and the transformations in social protection that occurred during such period. Based on a bibliographical research, it sought the understanding of the historical and constitutive elements of the organization of the Brazilian State under the neo-liberal aegis. The study is divided in two sections, the first presents an approach to neo-liberalism and its conception, in the sequence the author problematizes the introduction neo-liberalism in Brazil and the connections that is made from the late capitalism existing in the country and finally the author analyzes the impacts in social politics. Thus, it is necessary to overcome the naive view that, in capitalism, social policies emerge as an instrument of confrontation and reduction of social inequalities.
