Controle social da saúde no Brasil

RESUMO

Este artigo tem a finalidade de realizar uma revisão bibliográfica a respeito do controle social da saúde no Brasil nos últimos 12 anos. O procedimento metodológico utilizado foi do tipo exploratório-descritivo com abordagem qualitativa. A partir de um levantamento histórico, são fornecidas informações a respeito do funcionamento do controle social da saúde no país, sua legislação, resoluções, e portarias que a regem. É de fundamental relevância o conhecimento a respeito do controle social, especialmente para dois grupos: o dos trabalhadores da área da saúde e o dos usuários do Sistema Único de Saúde (SUS). Para o primeiro grupo, por ter que lidar com tal questão a qualquer momento em seu ambiente de trabalho. Já para o segundo, faz-se necessário o conhecimento a respeito da existência e do funcionamento do controle social. Desta forma, estarão aptos a lutar pelos seus direitos. Com este presente trabalho de pesquisa, pode ser verificado o aumento da participação popular ao longo do tempo, por meio do controle social.  Observou-se que as necessidades da população puderam ser ouvidas e, em muitos casos, sanadas. O controle social da saúde no Brasil é um importante movimento popular pelos direitos à participação dos indivíduos da sociedade nas tomadas de decisões no âmbito da saúde e na melhoria da qualidade de assistência.

ABSTRACT

This article aims to present a literature review about the social control of health in Brazil in the past 12 years. An exploratory-descriptive study with a qualitative approach was the methodological procedure used. From a historical survey, information regarding the functioning of the social control of health in the country is provided, as well as its laws, resolutions, and ordinances that govern it. It is of fundamental importance the knowledge about the social control, especially for two groups: the health workers and the users of the Unified Health System (hereby SUS). For the first group, to be able to deal with this issue at any time in their working environment. For the second, it is necessary to know about the existence and operation of social control. In this way, both groups will be able to fight for their rights. With this present research work, it could be verified the increase of popular participation over time, by means of social control. It was observed that the needs of the population could be heard and, in many cases, remedied. The social control of health in Brazil is an important popular movement for the right of individuals to participate in making decisions in the context of health care and its improvement of quality.
